The United States Trade Representative (USTR) has recently pointed out an important concern regarding the fairness of the digital payments ecosystem in India.The U.S. trade report says a non-level playing field within the UPI (Unified Payments Interface) network. According to the report, current policies seem to favor local service providers over foreign ones,which is making it difficult for international companies to compete fairly.

The USTR also mentioned that the NPCI (National Payments Corporation of India), which runs the UPI system, has set rules that limit foreign players compared to local options like RuPay.

Beyond just payments, the U.S. is also worried about the broader regulatory environment, particularly the IT Rules India. These rules govern how digital platforms must handle content and user data.The USTR argued that these regulations place a heavy burden on global tech companies, citing "impractical" deadlines for removing content and concerns over the personal criminal liability of employees.There has also been a noted increase in "takedown orders" for social media posts and accounts, which the U.S. suggests may sometimes be politically motivated rather than purely for safety.

The Indian government agrees that keeping these rules are necessary to fight misinformation and "deepfakes," however the U.S is worried about how they affect global trade.The report also points out that strict data storage requirements also make it harder for companies to track fraud across countries.

As India and the US continue to work on their digital partnership, the USTR comments show the ongoing tension between India’s local rules and the push for a fair global market. For now, the focus remains on whether India will adjust these policies to create a more balanced environment for all players in the tech space.
