Microsoft is tightening its control over Windows 11 installations by removing all remaining methods that allowed users to bypass the Microsoft account requirement during setup. With the latest test build released on October 7, 2025, the company confirmed that users can no longer create a local account without an internet connection or a Microsoft account during the initial Out-of-Box Experience (OOBE).

Microsoft Removes All Known Workarounds

For years, advanced users and IT professionals have relied on various tricks to skip signing in with a Microsoft account — such as using the “bypassnro” or “start ms-cxh:localonly” commands. However, the latest update now completely disables these loopholes, making online sign-in mandatory for all new Windows 11 installations. Attempting to use these commands now resets the setup process, forcing users to connect to the internet and log in.

Amanda Langowski, Head of the Windows Insider Program, explained the reasoning in an official statement:

“We are removing known mechanisms for creating a local account in the Windows Setup experience. These methods often bypass important setup steps, which can leave the device improperly configured.”

Internet and Microsoft Account Now Mandatory

The change means that all future versions of Windows 11 will require users to complete setup using both a valid Microsoft account and an active internet connection. This aligns with Microsoft’s broader strategy of unifying devices and services under a single connected ecosystem.

A Small Relief for Customization

Acknowledging feedback from users who preferred local accounts mainly to customize user folder names, Microsoft has introduced a small update — users can now assign custom folder names through a command-line option during setup. While not yet a direct feature of OOBE, this may hint at future customization options in upcoming builds.

Strengthening Cloud Integration

With this move, the cloud-first posture of Microsoft is cemented, ensuring that users can go anywhere with OneDrive, Microsoft 365, and Copilot. However, those who rely on setups offline due to privacy or control are possibly being let down with this decision.

With all local account bypass methods now blocked, setting up Windows 11 without a Microsoft account is no longer possible — marking a significant step toward deeper integration and centralized account management.
