The Election Commission of India has launched Phase 2 of the Special Intensive Revision (SIR) of electoral rolls across 12 States and Union Territories starting October 28, 2025. The exercise will cover 51 crore voters with final rolls to be published on February 7, 2026.

The Election Commission of India (ECI) on Monday announced the second phase of the Special Intensive Revision (SIR) of electoral rolls in 12 States and Union Territories, beginning October 28, 2025.
The announcement was made by Chief Election Commissioner Gyanesh Kumar, alongside Election Commissioners Sukhbir Singh Sandhu and Dr. Vivek Joshi, at a press conference in Vigyan Bhawan, New Delhi.
“This phase of the SIR will cover around 51 crore voters across 12 States and UTs. About 5.33 lakh Booth Level Officers (BLOs) and over 7 lakh Booth Level Agents (BLAs) from political parties will participate in the process,” said CEC Gyanesh Kumar.
States & Union Territories Covered in Phase 2
The revision exercise will begin in:
Andaman and Nicobar Islands, Goa, Puducherry, Chhattisgarh, Gujarat, Kerala, Madhya Pradesh, Uttar Pradesh, Rajasthan, West Bengal, Tamil Nadu, and Lakshadweep.
Printing of Enumeration Forms will start on October 28, and each voter in these States will receive their respective forms.
Timeline of the Special Revision Process
October 28 – November 3, 2025: Printing and training for officials
November 4 – December 4, 2025: House-to-house voter enumeration
December 8, 2025: Draft electoral rolls to be published
December 9, 2025 – January 8, 2026: Period for claims and objections
January 31, 2026: Hearings for voters served notices
February 7, 2026: Final publication of electoral rolls
The ECI has clarified that the revision in Assam will be announced separately, despite the State heading for Assembly elections in 2026.
CEC Clarifies on Assam and Document Requirements
CEC Gyanesh Kumar emphasized that:
“The Aadhaar card can be used as an identity proof, but it is not valid as proof of date of birth or domicile. It also cannot be used to establish citizenship.”
He reiterated that no SIR is being conducted in Assam during this phase, but a fresh order will be issued later for the State.
Political Reactions: Bengal Parties Spar Over SIR
The announcement triggered a sharp response in West Bengal, where the Trinamool Congress (TMC) alleged that the revision could be used to “delete the names of eligible voters.”
TMC spokesperson Kunal Ghosh warned:
“We will democratically protest any attempt to remove genuine voters from the list at the behest of the BJP.”
Meanwhile, the BJP maintained that the revision is necessary to “ensure that no illegal voter remains on the rolls.”
Chief Election Commissioner Gyanesh Kumar responded by saying there is no confrontation between the Election Commission and the West Bengal government, adding that “each will perform its constitutional duty.”
Assam CM’s Response
In Assam, Chief Minister Himanta Biswa Sarma said his government would “welcome” the SIR process whenever it’s announced.
“Whatever instruction we receive from the Election Commission, we will follow. If the SIR is announced nationwide, Assam will fully cooperate,” he told reporters.

The ECI’s decision follows a two-day conference of Chief Electoral Officers (CEOs) held in New Delhi on October 23, 2025, where officials reviewed State preparedness for the nationwide voter roll update.
