Digitisation cuts dwell time 57x at land ports

New Delhi: In a major improvement in logistics, Land Ports Authority of India (LPAI) has claimed to have reduced the dwell time to fewer than 24 hours from 57 days. Digitization has played a big role in bringing down the dwell time, official sources told Bizz Buzz.

The dwell time is the time that a ship spends at a port for getting cargo loaded, discharged, and other activities-that is, the total amount of time it spends at a land port. This has happened after the implementation of a Land Port Management System (LPMS).

The LPMS digitizes operations and facilitates a secure electronic flow of information between all stakeholders at the integrated check posts (ICPs). The LPMS takes the form of a centralized electronic platform and facilitates end-to-end intelligent and secure exchange of information between public and private stakeholders to improve the competitive position of the land-port communities.

The new system optimizes, automates logistics, and makes processes efficient, the sources said. Through a single submission of data, it connects transport and logistics chains and enables tracking and tracing of goods and services, while also ensuring data confidentiality.

The optimization of ICP operations through digitization not only caters to increased cargo traffic and passenger movement, but also reduces the costs of ICP operations through proactive management, the sources said, adding that the new system has brought down the dwell time of cross-border movements, increased the efficiency of customs and border management clearances, and improved the timely delivery of shipments.

There are currently 11 land ports operational in India at Attari, Agartala, Dawki, Petrapole, Raxaul, Rupaidiha, Jogbani, Moreh, Sutarkandi, Srimantapur, and Dera Baba Nanak. In 2023-24 till August, land ports facilitated trade worth Rs29,352.61 crore.

India shares over 15,000-km long international land border with several countries. There are several designated entry and exit points for cross-border movement of persons, goods, and vehicles. The LPAI was established in 2012 for cross border movement of passengers and goods at designated locations along India’s international border.
