Bengaluru: The Bruhat Bengaluru Mahanagara Palike (BBMP) is considering a significant change in its property certification process. According to Tushar Girinath, Additional Chief Secretary of the Urban Development Department, the BBMP may stop issuing ‘B Khata’ documents for properties that lack planning authority approvals or proper layout design.

Instead, the government is exploring a new proposal to collect a development fee and issue ‘A Khata’ certificates directly to such properties. If this plan is implemented, it could bring substantial relief to thousands of property owners in Bengaluru who currently face challenges due to the limitations of B Khata properties.

What’s the Proposal?

The new plan involves collecting a development fee based on guidance value:

5% for small sites

15% for large sites

This fee would fund infrastructure development like park construction.

Why It Matters

Currently, properties that violate building byelaws, are built on revenue land, or lack legal approvals are listed under B Khata. These include structures in unauthorized layouts, properties without occupancy certificates, or those missing completion certificates.

While owners can convert B Khata properties to A Khata by paying a penalty, the process is cumbersome and uncertain. The new approach would simplify the process by collecting a fee upfront and issuing A Khata directly, making these properties legally valid from the start.

Building Plan Approvals Also Under Review

Tushar Girinath also noted that efforts are underway to streamline the building plan approval process. Currently, BBMP receives over 10,000 applications annually, with more than 60% of these falling under B Khata—largely due to the absence of BDA-approved layouts in many parts of Bengaluru.

If implemented, this policy change would be a game-changer for property owners, making it easier to secure legal property documentation and boosting property values across the city.
