Andhra Pradesh Government has reaffirmed its strong commitment towards building resilient, people-centric and future-ready cities through accelerated urban reforms under the Municipal Administration & Urban Development (MA&UD) Department.
At a review meeting held on Tuesday, Principal Secretary, MA&UD) S. Suresh Kumar, reviewed the progress of the Working Group constituted under the MoU between the MA&UD Department and the School of Planning & Architecture (SPA), Vijayawada.
The review focused on two major policy assignments of statewide prominence: Formulation of a market-responsive alternative to the existing Transferable Development Rights (TDR) Policy — aimed at boosting urban infrastructure delivery through modern, investment-friendly land value capture mechanisms and preparation of a comprehensive drainage & flood mitigation plan for coastal cities of Andhra Pradesh — a critical intervention to safeguard lives, assets, and urban economic activity amidst rising climate vulnerabilities.
The initiatives reflect the State Government’s focus on sustainable infrastructure, investment-friendly regulatory frameworks, and preparedness against increasing urban climate vulnerabilities.
Addressing the Working Group,Suresh Kumar, emphasized that urban planning interventions must be bold, innovative, and uncompromising when it comes to public welfare. He stated that the objective of these policies is to ensure seamless, financially viable development while delivering measurable public good, enhanced quality of life, and improved urban livability.
He directed that both initiatives be undertaken in a mission-oriented manner with strong coordination among stakeholders and with substantial grounding in technical and economic feasibility. He stressed that timely delivery, transparency in processes, and integration of urban local bodies, practitioners, and domain experts are essential to achieve nationally benchmarkable outcomes.
During the meeting, the Principal Secretary instructed the Working Group to initiate stakeholder consultations and expert engagement on priority basis. A consultative workshop bringing together urban planners, coastal management experts, industry representatives and implementing agencies from across the State will be conducted within the current month to refine the frameworks before policy finalization. He expressed confidence that these efforts will significantly strengthen urban resilience, reduce fiscal stress on ULBs, catalyze private sector participation and promote better-planned, safer and more prosperous cities for the people of Andhra Pradesh.
