Amaravati: Andhra Pradesh Chief Minister N. Chandrababu Naidu on Monday declared that Amaravati will emerge as one of the most livable cities in the country within the next three years, with a high happiness index for residents. He urged officials to strengthen the delivery mechanism to ensure effective implementation of government policies.

Addressing the Third Ministers and Secretaries Conference at the Secretariat, Naidu advised officials to maintain strong team spirit, adopt best practices, and leverage technology to achieve better outcomes that benefit society. He stressed the need to revamp outdated laws, noting that the Government of India is also reviewing old Acts to remove redundant clauses.

The Chief Minister said Andhra Pradesh should become a role model in reforming regulations to promote growth and ease of governance.

Referring to the recent World Economic Forum meeting at Davos, Naidu said discussions were centred on artificial intelligence and energy transition, highlighting their growing global importance.

Aligning with these priorities, the State Government is adopting deep technologies such as AI, quantum computing and data centres to improve living standards.

Naidu highlighted the achievements of the coalition government over the past 19 months, balancing welfare and development. He expressed satisfaction over the progress of the Polavaram project, which is nearing completion and is expected to become operational before the Godavari Pushkaram in 2027.

He said Amaravati capital works have gained momentum and will be completed within three years, positioning the city as a major urban and economic hub. He also noted that the Visakhapatnam Steel Plant has been put back on track, earning a profit of Rs 54 crore.

The Chief Minister said the government supported farmers through Rs 1,100 crore in market intervention to ensure better prices for agricultural produce.

Additionally, Rs 10,000 crore was credited directly into farmers’ accounts within 48 hours of paddy procurement. Naidu announced the rollout of pattadar passbooks bearing the government emblem, embedded with QR codes and made tamper-proof using blockchain technology. He said Rs 24,000 crore has been spent on irrigation development.

He further said the foundation stone was laid for Quantum Valley in Amaravati, while Google and other companies are setting up 5-gigawatt capacity data centres in Visakhapatnam. A Green Ammonia project has also been launched in Kakinada, strengthening the State’s clean energy push.

Earlier, Deputy Chief Minister K. Pawan Kalyan stressed the importance of effective performance at the field level and bridging gaps in service delivery.

Chief Secretary K. Vijayanand delivered the inaugural address.
