Eases TDR norms | Developers to gain from relaxed setbacks and additional floor permissions

Hyderabad: The Telangana government has amended building rules to boost real estate activity in Hyderabad by easing norms related to Transferable Development Rights (TDR) and building parameters up to the Outer Ring Road (ORR) limits.
The Municipal Administration and Urban Development (MA&UD) Department issued G.O. Ms No. 95, introducing key amendments to the Telangana Building Rules, 2012. The changes aim to rationalise TDR utilisation and provide greater flexibility to developers.
The government said on Sunday that the decision followed representations from stakeholders and is intended to streamline TDR usage while relaxing certain construction norms.
Under the revised rules, buildings above 21 metres will be classified as high-rises. For plots ranging between 750 sq m and 2,000 sq m, structures between 18 and 21 metres in height will be permitted only through TDR, subject to parking and other compliance requirements.
The amendments also allow setback relaxations for non-high-rise buildings through TDR. In the case of high-rise projects, up to 10 per cent relaxation in setbacks is permitted, provided a minimum of seven metres is maintained on all sides.
Significantly, plots above 2,000 sq m can now accommodate additional floors through TDR, depending on road width. Up to three extra floors are allowed on 40-foot roads, four floors on 60-foot roads, and five floors on 80-foot roads.
