Odisha has signed an MoU with Sarvam AI to establish a Sovereign AI Capacity Hub and full-stack AI Park. The initiative will power public-sector AI use, create 5,000 jobs, and position the state as a national leader in sovereign AI infrastructure.


In a major push toward digital sovereignty and advanced technology leadership, the Odisha government has signed a Memorandum of Understanding (MoU) with Sarvam AI to establish a Sovereign AI Capacity Hub in the state. The agreement was formalised in the presence of President Droupadi Murmu during the Black Swan Summit 2026, marking a significant milestone in Odisha’s ambition to emerge as a key player in India’s artificial intelligence ecosystem.

Led by Chief Minister Mohan Charan Majhi, the state government described the initiative as a transformative step that will position Odisha as India’s leading provider of sovereign AI and large-scale compute capacity. The proposed infrastructure is designed with a dual strategic purpose, focusing both on state-level applications and national AI capability building.

At the state level, the AI hub will function as a public utility platform, enabling the deployment of advanced AI solutions across priority sectors such as mining, heavy industries, and skilling. Vision-based AI systems are expected to enhance industrial safety, regulatory compliance, and operational efficiency at worksites. Additionally, voice-enabled tools that support Odia-to-English interactions will be used to improve employability and job readiness among youth, strengthening the state’s skilling ecosystem.

On a broader scale, Odisha is positioning itself as a core contributor to India’s national AI infrastructure. The state aims to anchor a nationwide compute grid, offering production-grade AI capacity to other states and institutions. By building this foundational digital backbone, Odisha seeks to support India’s growing demand for secure, sovereign AI infrastructure while reducing dependence on foreign-controlled computing resources.

The initiative is also expected to generate more than 5,000 high-skilled direct and indirect jobs, spanning AI research, engineering, infrastructure management, and emerging tech services. The government emphasised that Odisha will provide both the physical infrastructure and the talent ecosystem required to lead the country’s AI-driven transformation.

Central to this vision is the development of a Full-Stack Sovereign AI Park — a purpose-built innovation district. The park will integrate compute infrastructure, research institutions, startups, global enterprises, talent development centres, and government AI use cases within a single, collaborative campus environment. This integrated approach is intended to accelerate innovation and foster a strong AI ecosystem within the state.

The initiative also focuses on population-scale, voice-enabled AI applications across essential public sectors including education, agriculture, healthcare, e-governance, and public safety. These tools are designed to strengthen last-mile delivery of government services, particularly for citizens in rural, tribal, and low-literacy communities. Conversational AI interfaces will allow people to access information on schemes, benefits, and grievance redressal in simple, natural language.

With this project, Odisha has reaffirmed its commitment to inclusive and sovereign technological development. The state aims to combine innovation, public service delivery, and strategic digital infrastructure to ensure it remains at the forefront of India’s AI-led growth story.
