New Delhi: Andhra Pradesh and Odisha have emerged as the States, which attracted maximum actual industrial investment, around 45 per cent of total investment that the entire country got in the first seven months of this calendar year.

By the end of July, India got actual industrial investment worth Rs171,285 crore, official sources told Bizz Buzz. Andhra Pradesh topped the list with Rs40,361 crore, followed by Orissa with Rs36,828, they added. Actual investment means the implementation of industrial entrepreneurial memorandums (IEMs), also known as the filing of Part B of IEMs.

All industrial projects which file IEMs are required to report commencement of commercial production. This is also filed online by providing information as per the prescribed form Part B of the IEM after commencement of commercial production by the establishment. Filing Part A of an IEM is essentially an intention to invest.

It is interesting to note that there can be, and are, huge discrepancies in Part A and Part B. As Bizz Buzz reported earlier, in this calendar year till the end of July, 738 IEMs were filed with the total proposed investment of Rs310,832 crore, over a quarter of which were filed in Gujarat.

While Gujarat led in Part A, Andhra Pradesh and Orissa dominated in Part B or actual investments. In terms of actual investment till July 2022, Gujarat was fourth in the list of states, getting Rs17,620 crore. At the third place was Maharashtra, getting Rs20,949 crore of actual investment.

Andhra Pradesh got the maximum actual investment in the first seven months of this calendar year, but it has not done very well in having Part A filings of IEMs in this period, which stood at just Rs6,173 crore. In comparison, Odisha has done very well, getting Part A filings of IEMs or intentions worth Rs65,492 crore till July in this calendar year. Part A of IEM is filed by the non-MSME category of companies, official said.
