Finally, the Andhra Pradesh government has made a significant move towards the registration of inherited agricultural lands, which was a long-standing demand of lakhs of farmers and families in the state.
The government has made the whole process easier, faster, and less expensive for the legal heirs by coming up with nominal stamp duty rates, thereby reducing the financial burden as well as the endless paperwork.
New Registration Fee: Just ₹100 for Ancestral Land Below ₹10 Lakh
The latest Government Order released on Friday has set forth the following stamp duty rates for registering inherited agricultural land:
- ₹100 for land with a market value up to ₹10 lakh
- ₹1,000 for inherited land valued above ₹10 lakh
These amounts will be collected as stamp duty and are applicable only to properties that are to be transferred to the legal heirs after the death of the owner.
Why This Change Was Needed
In the past, people had to pay 1% of the land’s market value as stamp duty for registering inherited property which in turn had a cascading effect on the registration of property.
This meant that even for family-owned land passed down through generations, heirs had to pay a hefty amount—leading many to avoid registration altogether.
Instead, families were simply writing informal agreements on plain paper and submitting applications to Tahsildar offices for mutation. This often led to:
- Long delays in mutation approvals
- Repeated visits to revenue offices
- Confusion among heirs
- Over 55,000 complaints received by the government last year regarding delays and harassment

The new rules now permit legal heirs to officially register the inherited land at the Sub-Registrar office with very nominal stamp duty, if:
- The landowner has died
- Heirs come to an amicable mutual agreement in writing
